NOTE: Paragon Concord Ltd (Ixion Holdings, Twin Training, Pinnacle People, Acton Training College and Communty Systems Ltd) is on the DWP framework for W. Midlands and SE England/Cornwall and acts as the Prime contractor with DWP.

Paragon Concord Ltd has a subsidiary called Paragon Concord Families Ltd (board members are Ixion, Twin and Pinnacle People) that started the contract for  Cornwall & Isle of Scilly on the DWP ESF Families contract in Dec 2011

Ixion Holdings Ltd in partnership with four leading Welfare to Work suppliers, has formed ‘Paragon Concord Ltd’ with the principle purpose to help deliver the government’s Work Programme.

This consortium provides a wealth of experience in the Welfare to Work arena and expertise in supporting the workless back into employment with over 100 years combined experience of engaging with hardest to reach unemployed and economically inactive customers and moving them back into full-time sustainable employment.

The members of Paragon work with all the major co-funding agencies including DWP, SFA, RDA’s and LDA, and Local Authorities and have an unrivalled reputation for quality of provision, caring support, and exceeding contract outcomes and outputs.

The consortium has been formed with the purpose of offering high quality, innovative, and value for money solutions to the Welfare to Work agenda and the members have been chosen to ensure that, working as one entity, they can provide a service of excellence that will move many more people and families away from poverty and into a working career and prosperity.

Paragon Concord is a leading example of how a consortium can be formed to bring together a variety of skills, resources and strength to work in partnership, and has been shortlisted on the Framework for the Provision of Employment Related Support Services in the South West, Cornwall and West Midlands.

About the Partners

Pinnacle People is an existing prime contractor to DWP in the South East and South West of England; is one of the top three providers nationally of the Future Jobs Fund, achieving over 50% employment outcomes for the young people, and is delivering flexible New Deal in 20 places across the UK. Pinnacle People deliver clever and different solutions to Government in tackling worklessness, creating social mobility and reducing poverty whose purpose is to help people back to work, remain in a job and progress.

Twin Training Group was founded in 1993 by Caroline and Jacqui Fox, and has grown rapidly to deliver government funded programmes for British residents leading to employment opportunities in the UK. TE&T has a national network of 70 partners providing education and employment services across the UK, as well as six year-round centres and more than 45 outreach centres delivering welfare-to-work provision.

Acton Training Centre (ATC) has an excellent track record of end to end Welfare to Work delivery working with stakeholders such as Jobcentre Plus, Skills Funding Agency (Learning and Skills Councils) and the European Social Fund as a prime contractor leading multi-million pound projects (reference: SFA Response to Redundancy, Routes into Work ,Young Person’s Guarantee and Skills for Jobs in West London) with partners and as a partner to other prime contractors such as Skills Training UK (reference: New Deal) and A4e (reference: Hardest to Help), 5e (reference: Pathways to Employment, Train to Gain and Skills Match).

Community Systems are highly experienced in delivering information, advice and guidance to clients looking to find work and/or develop their careers and experienced in utilizing Psychometric Testing and Cognitive Behavioral Analysis to identify routes to progression. They are primarily funded by the Skills Funding Agency, but historically held funding and delivered training under LSC (now SFA), DWP, JCP, TECS, Local Area Authorities and Councils, the ESF and the LDA.

Ixion Holdings deliver end-to-end and specialist back to work support to the hardest-to-help customer groups. In the past 12 months, on their DWP contracts alone (JCPSC, FND, FJF, CTF etc), they have touched the lives of over 7000 people, particularly those that are most disadvantaged i.e. Offenders, Lone Parents, Young People, BAME groups, people with disabilities and the self-employed. They currently have provision across the South East, North East, London, East Midlands, North West and East of England.
